Martina Savcheva
Chief Expert at the Financial Supervision Commission (FSC)
Martina Savcheva is a Master of Laws from Sofia University „St. Kliment Ohridski“. She has acquired narrow specialization regarding the regulations in the non-banking financial sector subsequent to the progress of her professional career while occupying various positions, both expert and managerial, in the Financial Supervision Commission (FSC). Martina Savcheva has also many years of experience in the field of capital markets. She participated in the drafting of the Markets in Financial Instruments Act, which transposes the requirements of MiFID II, as well as all Bylaws related to this regulation. Ms Savcheva is the principal representative of the FSC in the ESMA Working Group „Investor Protection and Intermediaries Standing Committee“. Within that group she has participated in the discussion of all regulatory and implementing technical standards related to MiFID II and MiFIR, which the European Commission has subsequently approved in the form of Delegated Regulations and Implementing Regulations. She has participated in the negotiation team on the EMIR – CCP Supervision dossier at the Council of the European Union discussing a legislative proposal for amendment of Regulation (EU) No 648/2012 of the European Parliament and of the Council of 4 July 2012 concerning the OTC derivatives, the central counterparties and the transaction registers (EMIR). Martina Savcheva is the representative of FSC at ESMA’s Enforcement Network, which has analytical and advisory functions and was established to ensure uniform application of the European Union Capital Market Law. She is the Deputy Chair of the Sectoral Committee for Consumer Dispute Resolution in the capital markets area.
